I cannot recommend highly enough the services of someone like m2mone (m2mone.com.au) as a reseller/supplier of telstra wholesale m2m SIMs and products.
Ordering a SIM with telstra.extranet APN access, or even a static IP, is then a simple matter of making a quick call/sending a quick email asking for a SIM to be sent out. Plus, you get access to Jasper, which is Telstra's SIM fleet management portal.
